What does VET AI need to offer? Learning from Viennese experts 

From May to July 2025, the Viennese project partners conducted a Delphi* poll with 13 educational and scientific experts from various backgrounds. Through three rounds of questioning, the goal of the Delphi poll was to achieve consensus iteratively on some aspects of what an AI focused on VET (vocational education and training) skills intelligence ought to offer.  

1st Round

Experts shared ideas on how AI could support VET-to-employment transitions, improve decision-making, address challenges, and provide insights and functionalities for skills intelligence and graduate tracking, among other aspects.

The second round condensed the experts’ initial ideas into closed-ended opinion-based questions. The second-round questions addressed the integration of real-time labor market data, prioritization of AI functions for vocational training, feasibility of AI tool integration into existing platforms, essential data sources, institutional requirements, ethical principles, user accessibility, and the importance of standardized protocols and validated data for AI-driven vocational training tools. 

The third and final round was intended to achieve consensus among experts by feedbacking them their collective answers in the second round and prompting them to either adapt their opinions/answers or retain them.  


The Viennese Delphi survey revealed expert consensus on:

  • The importance of accessible and inclusive AI tools
  • Validated data sources
  • Secure, GDPR-compliant data processing for vocational training planning.

Experts prioritized personalized:

  • Career matching
  • AI chatbots
  • Simulations for younth integration into training sytems

In addition, emphasizing ethical principles like anti-discrimination and user opt-out options. Challenges such as bias, data protection, and marginalization of complex life paths were highlighted, alongside moderate agreement on integrating AI tools into existing platforms and adopting standardized European protocols.

Despite limitations like a small sample size, the survey provided valuable insights into expert priorities for ethical, effective, and inclusive AI-driven vocational training tools.

A Delphi survey is a structured method used to gather opinions from experts through multiple rounds of questionnaires, with the goal of reaching a consensus on a specific topic. After each round, participants receive a summary of the group responses and can revise their assessments based on this feedback. This process helps refine opinions and increases the reliability of collective evaluations.
